The cluster project aims at making people as the owners through a holistic and sustainable approach to development. VRO enables the village communities to get into the process of empowerment and community participation. Through this approach, VRO assists and facilitates people to identify the resources that are available within the community to solve the problems. Village Leaders (Councils) take initiatives in mobilizing and motivating villagers to participate in the process of development and VRO plays a role of catalyst through creating awareness, conducting activities and training people on handling 6 aspects of village i.e. environment, education, employment, enjoyment, empowerment and entitlement. VRO has initiated two Clusters, one in Gonasika – Odissa and another in Kothakota – Andhra Pradesh. Gonasika cluster covers 12 villages – 2 Panchayath and Kothakota cluster 29 villages – 3 Panchayat. The sole aim of the cluster program is to make the village community a self-reliant one enabling and empowering the village council to carry forward and the development initiatives towards sustainable development.
